How to Build a Participant Advisory Council

When agencies are designing public services, it’s important to conduct research with people who will be directly impacted by the product or service. One way to do this is by establishing a participant advisory council (PAC), or a group of program participants that convenes to engage in user research sessions and advise on program improvements. Last year, Montana WIC partnered with Nava Public Benefit Corporation to form its first-ever PAC made up of a diverse group of WIC participants to advise on a new tool pilot.
